Arab foreign ministers present Gaza reconstruction plan to Trump's envoy

Arab foreign ministers presented US envoy Steven Witkoff with details of the Arab plan for the reconstruction of Gaza on Wednesday, which was part of the outcomes of the Arab Summit held in Cairo earlier this month.

This came during a meeting of the foreign ministers of Egypt, Qatar, Saudi Arabia, Jordan, the UAE Minister of State for Foreign Affairs, and the Secretary-General of the Palestine Liberation Organization's Executive Committee, with US Special Envoy to the Middle East Steve Witkoff in Doha to consult on Cairo's plan for the reconstruction of the Gaza Strip.

A statement issued by the Arab ministers' meeting said, "They presented the Gaza reconstruction plan approved by the Arab Summit held in Cairo on March 4, 2025, and agreed with the US envoy to continue consultations and coordination on it as a basis for efforts to rebuild the Strip."

The statement said that the Arab ministers stressed "the importance of consolidating the ceasefire in Gaza and the occupied Palestinian territories, emphasizing the need to launch a genuine effort to achieve a just and comprehensive peace based on the two-state solution."

Gaza Reconstruction Plan

Prior to their meeting with the US envoy, the ministers held a coordination meeting on developments related to the Palestinian issue. The meeting addressed ways to coordinate the Arab position and discussed the outcomes of the Arab Summit in Cairo and the extraordinary meeting of the Organization of Islamic Cooperation in Jeddah on supporting the Palestinian people.

According to the Egyptian Ministry of Foreign Affairs, "The meeting discussed ways to promote and mobilize funding for the Arab-Islamic plan for early recovery and reconstruction of the Gaza Strip."

On March 4, Arab League member states adopted a plan proposed by Egypt to rebuild the Gaza Strip without displacing its population, at a cost of up to $53 billion.

The plan comes in response to US President Donald Trump's proposal to expel Palestinians from Gaza and resettle most of them in Jordan and Egypt, transforming the Strip into the "Riviera of the Middle East." Cairo and Amman immediately rejected the proposal, which most countries in the region considered highly destabilizing.

The Egyptian plan for the reconstruction of the Gaza Strip stipulates the formation of a committee of independent Palestinian figures, "technocrats," to administer Gaza.

The 112-page plan includes land redevelopment maps and dozens of AI-generated images of housing projects, parks, and community centers.

The White House previously said that the Egyptian plan, which recently received support from France, Germany, Italy, and Britain, does not address the worsening crisis in the Strip.

With American support, Israel has been committing genocide in Gaza since October 7, 2023, leaving more than 160,000 Palestinians dead and wounded, most of them children and women, and more than 14,000 missing.
