The Houthi militia has issued a new decision to dismiss thousands of government employees from what it calls the "unified payroll," as part of its ongoing policy of eroding state institutions and purging the administrative apparatus of those disloyal to it.
A document obtained by Yemen Youth Net was issued by the Minister of Civil Service in the unrecognized Houthi government, Khaled al-Hawali, late last month. The document was addressed to all state institutions that continue to receive half or two salaries per year.
The decision stipulates the deletion of the names of employees who received half salary last December, whether from category (B), which receives half salary monthly, or category (C), which receives half salary every three months.
The militia also ordered the dismissal of all employees who have permanently absented themselves from work, as well as employees residing abroad, those on secondment, those on secondment, those on extended leave, and those who have exceeded their assignment period.
The militia threatened to take strict measures against institutions and units that fail to implement this decision.
For years, the Houthi militia has continued to deprive hundreds of thousands of Yemeni employees, particularly teachers and healthcare workers, of their salaries. This followed the cancellation of previous civil service payrolls and their replacement with the so-called "unified payroll," which is restricted to its followers and close associates.
The militias have divided employees into three categories: the first includes Houthi leaders who receive full salaries monthly; the second includes teachers who receive half salaries; and the third includes employees who receive half salaries every three months, including thousands of teachers and educators.
