He also renewed the Yemeni government's call to the United Nations agencies and international organizations in Yemen to take effective measures to transfer their main offices to the interim capital, Aden, to ensure the safety of their employees, and to secure a suitable and safe environment to carry out their duties and deliver humanitarian aid to those entitled to it in all areas without discrimination or obstacles, and to limit the blatant interference of the Houthi militias in humanitarian work and diverting it to serve their military and security agendas.

For his part, the Under-Secretary-General for Humanitarian Affairs stressed the need to harness all efforts and effective coordination to overcome the challenges of humanitarian work in Yemen, including bridging the funding gap, ensuring the security and safety of humanitarian workers, and working with the Yemeni government to mobilize support to finance the humanitarian response plan in Yemen.

On Wednesday, Fletcher said during a session of the UN Security Council that a lack of funding for relief operations had forced vital programs to close, even as the total number of people in need in Yemen had risen "since the beginning of the year from 18.2 to 19.5 million."

The UN official called on the Security Council to use its influence to ensure full respect for international humanitarian law, including ensuring the safety and security of UN and humanitarian personnel, and that Yemen's Red Sea ports remain operational and available for imports as they are "a lifeline for millions of people."

He also called on the Council to support full humanitarian funding to secure the $2.5 billion required to reach 10.5 million people across Yemen, and to support Special Envoy Grundberg in his efforts to secure a lasting solution to the conflict in Yemen.
