On the fourth day of the armed opposition’s takeover of power in Syria, developments continued on the security, political, social and legal levels.
After the new rulers appointed a caretaker government for a period of 3 months, instructions were issued for state agencies to return to work normally to serve citizens.
The new political administration in Damascus declared that maintaining security was a top priority, and issued directives to the militants to respect public institutions and residential neighborhoods throughout the country.
The spokesman for the Department of Political Affairs said that Damascus International Airport will resume operations within days.
"We will establish a new state, a state of institutions and law. We face major challenges to restore civil peace in the country," he added, stressing that the priorities now are to maintain security and operate services that affect citizens.
He said that Hay'at Tahrir al-Sham is just "one of the stages, and we support what the people choose," stressing the need for the Syrian revolutionary forces to engage in the military establishment.
Messages abroad
The head of the political administration of the new Syria, Ahmed al-Sharaa, said that foreign governments should not worry about the situation in Syria.
"People are exhausted from the war, so the country is not ready to enter another war. The fear was of the Assad regime, and now it has fallen and the country is moving towards development, reconstruction and stability," he added.

He said that the source of fears was the Iranian militias, Hezbollah and the regime that committed the massacres we see today, adding, "We saved Syria and the region from a strategic danger and an existential threat to major components in Syria."
Resuming normal life
The caretaker government said that life has gradually begun to return to most governorates and cities with the return of basic services.
Caretaker Prime Minister Mohammed al-Bashir pledged to guarantee the rights of all sects in Syria, restore security and stability to the country, and return millions of Syrian refugees.
He explained that his government inherited a huge corrupt administrative legacy from the Assad regime, "and we are in a very bad financial situation. We only have the Syrian pound, which is worth nothing, and we do not have any foreign currency."
The Military Operations Department in Syria announced the cancellation of the curfew in the capital, Damascus, and its countryside.
No pardon for criminals
The commander-in-chief of the new Syrian administration, Ahmed al-Sharaa, said on Wednesday that anyone involved in torturing and killing detainees in Syrian prisons will not receive amnesty.
He said - in a statement published on the Telegram channel of the official Syrian television - "We will not pardon those who were involved in torturing and liquidating detainees and were the cause of that."
He added, "We will pursue them in our country, and we demand that countries hand over to us those criminals who fled to them, so that justice can be served against them."
On Tuesday, Al-Sharaa confirmed that the new authorities in Syria will soon publish “a first list of the names of the most senior people involved in torturing the Syrian people” in order to pursue and hold them accountable.
"We will offer rewards to anyone who provides information about senior army and security officers involved in war crimes," Sharaa said.
He added: "We will not hesitate to hold accountable the criminals, murderers, security officers and army involved in torturing the Syrian people. We will pursue the war criminals and demand their release from the countries to which they fled so that they may receive their just punishment."
