Road Fund accuses Finance Director of turning treasury into aid and gifts fund

The Chairman of the Road Maintenance Fund Board, headquartered in Aden, Eng. Moeen Al-Mas, accused the Fund’s Finance Director of controlling the Fund’s resources without justification.

Al-Mas said in a memorandum, a copy of which was obtained by "Yemeni Youth Net", that the fund's financial director, Saeed Mahdi Al-Hussaini, is disposing of the fund's revenues without the knowledge of the fund's chairman and without legal justification.

According to the memorandum, Al-Husseini transferred the treasury of the Road Maintenance Fund to a fund for aid, assistance, and other things, and it does not return to the projects of the fund for which it was established.

Al-Mas confirms that Al-Husseini’s spending from the fund’s money and treasury violates Law No. 8 of 1990.

Al-Mas called on the Ministry of Finance to take the necessary legal measures to stop the unlawful disbursements from the fund, according to the memorandum issued by him to the Ministry of Finance.

Al-Mas confirmed that while Al-Husseini spends the fund's money outside its projects, he is also depriving some of the fund's employees of their dues.

Corruption is widespread in most state institutions, especially revenue-generating ones. The Road Maintenance Fund is one of the most prominent institutions to which the law has allocated huge revenues, in order to build and maintain roads, but its impact so far has been very limited.
