Taking a counterterrorism approach would be a major — and some say costly — escalation at a time when military resources, including MQ-9 Reaper drones, are being diverted to the southern border.

Ultimately, the White House will have to make the decision on this policy.

Senior military leaders believe it may only be a matter of time before a Houthi missile strikes a U.S. Navy ship, potentially causing casualties and devastating damage to aircraft carriers and destroyers that have been patrolling the Red Sea since shortly after the Oct. 7 attacks.

So far, the Navy has shot down or intercepted all of the missiles and drones fired by the Houthis at its warships, but sometimes the interceptions occurred seconds before impact.

There have been several serious incidents, and the U.S. Navy has essentially been at war in the Red Sea for the past two years, facing near-constant attacks by Houthi ballistic missiles, cruise missiles, and drones, and firing expensive SM-2 and SM-3 missiles to counter Houthi harassment.
