Egyptian President Abdel Fattah el-Sisi called for "adopting a plan aimed at a just and comprehensive settlement of the Palestinian issue, ending the roots of the Palestinian-Israeli conflict, ensuring the security and stability of all the peoples of the region and establishing the Palestinian state."

This came - in a tweet on the X platform - after the conclusion of the emergency Arab summit in Cairo on Tuesday evening, which adopted Egypt's plan for the reconstruction and recovery of Gaza, which guarantees that the people of Gaza remain in their land without displacement.

Sisi welcomed "any proposals or ideas from the international community to ensure the success of this plan, which must go hand in hand with a larger peace plan," and said, "I look forward to working with our Arab brothers, President Trump, and the international community to adopt a plan aimed at a just and comprehensive settlement of the Palestinian issue."

Al-Sisi thanked the "Arab leaders participating in the extraordinary Arab summit in Cairo" and described it as "an important day in the history of the Palestinian cause" and appreciated "the Arab consensus to support the plan to rebuild the Gaza Strip, which allows the Palestinian people to remain on their land without displacement."

At the end of the summit, Egyptian President Abdel Fattah el-Sisi announced that the assembled Arab leaders had adopted a plan to rebuild Gaza, which would ensure that the residents of the war-ravaged Strip would remain in their land.

The final summit statement stressed that "peace is the Arabs' strategic choice based on the two-state vision" and stressed the need for Israel to adhere to "the relevant international legitimacy resolutions that reject attempts to change the demographic composition of the Palestinian territories."

The plan aims to provide an alternative to the proposals put forward by US President Donald Trump to displace Palestinians from Gaza, through plans to rebuild the destroyed sector without displacing its residents, as well as early recovery.

Rejecting the displacement of Palestinians

Sisi said in his speech before the summit that the Egyptian plan "preserves the Palestinian people's right to rebuild their homeland and remain on their land," stressing that "the fierce war on the Gaza Strip aimed to destroy the means of life and gave the people of Gaza the choice between annihilation and displacement."

He added: "We are working on training the Palestinian security cadres who will take over security in the Strip during the next phase." He also called for directing support to "the fund that we will seek to establish to implement this plan."

He pointed out that Egypt worked "in cooperation with our brothers in Palestine to form a committee of independent Palestinians to administer the Gaza Strip." The Egyptian president also announced that his country will host an international conference to rebuild Gaza next April.

The Egyptian plan includes forming a committee to manage the affairs of the Gaza Strip in a transitional period of 6 months, provided that it is independent and composed of non-factional figures (technocrats) working under the umbrella of the Palestinian government.

These arrangements are accompanied by security steps that include training Palestinian police officers in Egypt and Jordan, with the aim of assuming responsibility for security in the Strip, in preparation for the return of the Palestinian Authority to it, according to a proposal submitted by Cairo to Arab leaders.

According to the Egyptian plan, temporary housing will be provided for the displaced in Gaza during the reconstruction process, and areas within the Strip in 7 locations will accommodate more than 1.5 million individuals. The plan estimated the reconstruction of Gaza at $53 billion, and will take 5 years.
