Egyptian President Abdel Fattah el-Sisi confirmed on Tuesday that Arab leaders meeting in the framework of the emergency Arab summit in Cairo have adopted a plan to rebuild Gaza that guarantees the survival of the residents of the war-ravaged Strip in their land.
The plan aims to provide an alternative to the proposals put forward by US President Donald Trump to displace Palestinians from Gaza, through plans to rebuild the destroyed sector without displacing its residents, as well as early recovery.
At the end of the summit, Sisi said that the final statement and the reconstruction and development plan for Gaza, prepared by Egypt, had been adopted. He had announced in his opening speech that it takes into account “preserving the right of the Palestinian people to remain on their land and forming an independent committee to manage the sector.”
According to the summit's final statement, the Arab leaders adopted the Egyptian plan for early recovery and reconstruction of Gaza as a comprehensive Arab plan. He added that "any sinful attempts to displace the Palestinian people or annex any part of the Palestinian land will lead the region into a new phase of conflicts."
The summit statement stressed that "peace is the Arabs' strategic choice based on the two-state vision, and that the priority is to complete the ceasefire, which is facing a major challenge," and condemned the decision to stop the entry of humanitarian aid into Gaza and close the crossings.
He stressed the need for Israel to abide by "relevant international legitimacy resolutions that reject attempts to change the demographic composition of the Palestinian territories." The statement condemned "the starvation and scorched earth policies to force the Palestinian people to leave their land."
The statement pointed to the importance of "coordination within the framework of the Arab-Islamic Committee to explain the Gaza reconstruction plan to the international community," stressing "the possibility of finding a realistic alternative to prevent the displacement of the Palestinian people."
The final statement called on the Security Council to "deploy international peacekeeping forces in the West Bank and the Gaza Strip." It stressed "the possibility of finding a realistic alternative to the displacement of the Palestinian people."
Egypt's plan to rebuild Gaza
The Egyptian plan includes forming a committee to manage the affairs of the Gaza Strip in a transitional period of 6 months, provided that it is independent and composed of non-factional figures (technocrats) working under the umbrella of the Palestinian government.
These arrangements are accompanied by security steps that include training Palestinian police officers in Egypt and Jordan, with the aim of assuming responsibility for security in the Strip, in preparation for the return of the Palestinian Authority to it, according to a proposal submitted by Cairo to Arab leaders.
According to the Egyptian plan, temporary housing will be provided for the displaced in Gaza during the reconstruction process, and areas within the Strip in 7 locations will accommodate more than 1.5 million individuals. The plan estimated the reconstruction of Gaza at $53 billion, and will take 5 years.
The plan estimated the extent of the destruction caused by the Israeli aggression in Gaza, and the mechanisms that could be adopted in the reconstruction of Gaza. It collected, in 112 pages, international statistics on the humanitarian and economic repercussions of the war according to figures from the World Bank, the European Union, and the United Nations, according to what was reported by Al-Araby Al-Jadeed newspaper.
By January 2025, approximately 47,000 Palestinians had lost their lives, including at least 13,000 children and 7,200 women, and at least 110,000 injured, in addition to 1.9 million internally displaced, including families displaced more than once.
There are more than two million Palestinians, most of them residents of Gaza, who have been uprooted from their lands and are currently facing shortages of all needs, which has left unprecedented losses and needs in the form of famine, malnutrition, the spread of diseases, in addition to unexploded ordnance.
