Why should Nabil Shamsan be held accountable?

In Local Authority Law No. 4 of 2000 and its amendments in 2008, important duties fall on the shoulders of the governors of the provinces in normal circumstances, and these tasks and duties become more severe in situations of war and siege, as has been the case in Taiz for ten years.

The number of duties assigned to Governor Nabil Shamsan is at least 18 tasks, and other tasks are shared with the local council. In Article 41 of the Local Authority Law, the governor must preserve public funds, protect public rights and freedoms, conclude contracts after tenders in accordance with the law, and submit periodic reports on the activities of all local authority agencies in the governorate.

Considering these items alone, it becomes clear that Nabil Shamsan has committed serious legal violations against the people of Taiz, who live under the yoke of the terrorist Houthi militia attacks, suffer the woes of siege and hunger, are ravaged by epidemics and diseases, and are surrounded by garbage on all sides, while Nabil Shamsan lives in Cairo most of his time, and in his village if he returns to Taiz from time to time, spending from the governorate’s meager revenues, from normalization funds, from the funds of organizations, and from other sources for his personal interests.

According to the law, Nabil Shamsan also neglected his duties as governor of Taiz, as he spent most of his time outside Taiz governorate and Yemen, for more than two weeks, which is a clear violation of the law, according to which his powers are transferred to the secretary-general of the governorate, but Nabil Shamsan monopolizes the powers and the position.
