Syria has entered a new phase after the announcement of the appointment of Ahmed al-Sharaa as president of the country in the transitional phase and the dissolution of everything related to the ousted regime, such as the Baath Party, the security services, and the 2012 constitution, according to researchers who spoke with "Arabi21."
Al-Shara's inauguration came during an expanded conference of military factions under the title of the Conference to Declare the Victory of the Syrian Revolution, where a series of revolutionary decisions were announced, including the dissolution of the factions and revolutionary forces with the aim of merging them with state institutions.
The conference represents the beginning of a new phase in the process of rebuilding the state and its institutions, as the country moves into a transitional phase that will result in a new constitution that lays the foundations for a new Syria.
Syrian researcher Abdul Rahman Al-Hajj believes that after declaring his appointment as president, Sharaa has the ability to make all necessary decisions in the transitional phase.
In his interview with Arabi21, Al-Hajj explained that in the new phase it will be possible to address the international community, change diplomatic missions, and demand frozen funds, in addition to demanding the arrest of criminals and the formation of the army and security.
According to the researcher, Syria today is facing a “restart” of all state institutions, whether in terms of the recovery of service institutions or the reconstruction of sovereign institutions.
The official spokesman for the Military Operations Department, Colonel Hassan Abdul Ghani, announced that Sharaa was authorized to form a temporary legislative council for the transitional period, which will assume its duties until a permanent constitution for the country is approved and comes into effect.
It is not clear now what the Legislative Council will be like, and what its structure will be, according to Abdul Rahman Al-Hajj, but “revolutionary legitimacy allows him to form the legislative body in a way that allows him to accomplish things.”
In his interview with Arabi21, Al-Hajj expects the council to include representation from the components of the Syrian people, but it will be a “small, practical body that can work smoothly and without obstacles.”
"Qasd" Challenge
After the fall of the regime, Syria faces a series of challenges, including establishing security in society, pushing the economy forward, and restoring dilapidated official institutions, in addition to completing the establishment of the army, achieving transitional justice, and dealing with the file of the Syrian Democratic Forces (SDF), which controls northeastern Syria.
Al-Hajj points out that the most important challenges facing Sharaa are the remaining part of the country outside the authority of the central state, in the region east of the Euphrates, especially since it controls oil and energy sources, as well as the largest agricultural areas in Syria.
Diplomatic efforts continue in an attempt to find a solution to the fate of the Syrian Democratic Forces (SDF) in northeastern Syria, which is one of the most prominent issues affecting the country's stability and future after the overthrow of the Assad regime.
The SDF is considered one of the main allies of the United States in the fight against the Islamic State, while Turkey sees it as a threat to national security because of its links to the Kurdistan Workers' Party, which is based in the Qandil Mountains in northern Iraq and is listed by Ankara as a terrorist organization.
Ammar Farhoud, a researcher in military affairs and sub-state groups, says that the SDF's options are decreasing significantly in light of the remarkable political progress of the new administration, as well as international openness to the need to end the state of turmoil in the Syrian file and prevent Syria from becoming a source of concern for these countries.
The political and military pressure exerted by the Turkish state on the SDF in the field and on the United States of America, its sponsor, cannot be ignored, according to Farhoud’s interview with Arabi21.
